Real Betis sporting director Eduardo Macia, a former Liverpool chief scout, has been trying to convince the 19-year-old to stay at Betis and continue his development.
He has just 12 months left on his current contract and has a buyout clause set at £8m.
Diario de Sevilla have also revealed Liverpool are interested in Ceballos and have already approached the player with regards to joining them.
While the deal won't go through straight away, the report even goes so far as to suggest a house and car has been arranged to make the transition as smooth as possible.
Ceballos scored five goals in 33 matches last season. The 19-year-old has been compared with compatriot Cesc Fabregas and was a mainstay for Betis as they won promotion to La Liga from the Segunda Division last term.
He has been capped at various youth levels for his country and was part of the academy at his club's cross-town rivals Sevilla.
